Important Regulation in the Construction Industry

New Insulation Requirements Effective November 2, 2023!

As of November 2, 2023, Decree 9/2023 (V. 25.) of the Ministry of Construction and Transportation (ÉKM) has come into effect, introducing stricter requirements for the thermal insulation of distribution pipes and fittings in heating and domestic hot water (DHW) systems. The goal of this regulation is to reduce heat loss and promote energy savings.

According to the decree, the thickness of the insulation on distribution pipes must not be less than the minimum values specified in the table or must provide equivalent thermal insulation that ensures the allowed maximum heat loss.

Thermal Insulation Requirements for Heating and DHW Distribution Pipes:

Type of Pipe/FittingMinimum Insulation Thickness for 0.036 W/mK
Internal diameter up to 22 mm19 mm
Internal diameter from 22 mm to 35 mm30 mm
Internal diameter from 35 mm to 100 mmEqual to the internal diameter
Internal diameter above 100 mm100 mm
Wall and floor penetrations, crossings, joints, central manifoldsHalf the values of rows 1–4
Heating pipes in partition walls of spaces with different ownershipHalf the values of rows 1–4
Heating pipes in partition floors of spaces with different ownership (*)6 mm

(*) Excluding pipes designed for heat emission in surface heating systems.
